Corporate Experience

PMSC has over 21 years of experience in providing public works operations and maintenance. It currently provides facilities operations and maintenance for over 5.5 million square feet of government office buildings, hospitals and military facilities and military housing complexes. It was selected for sole source awards for operations and maintenance of the FBI Washington Field Office (Washington, D.C.), the A.V. Bryan Federal Courthouse (VA), the Headquarters Building for the General Services Administration (Washington, D.C.), boiler operations at the Blue Grass Army Depot (KY) and military housing at the Meridian Naval Air Station (MS). AV Bryan Federal Courthouse, VA All of these contracts demand round-the-clock responsiveness and in many instances this means 24/7 on-site operation of the facilities. PMSC performs all planning, programming, administration, management and performance execution necessary to provide preventive maintenance, repairs, operations and services calls, including routine, urgent and emergency responses.

In 2006, PMSC responded to a request for emergency services for a new building acquisition by the Office of the Architect of the Capital. The OAC had an immediate need for an O&M contractor for 24/7 operations of its recently acquired facility in the Manassas, Virginia area. Having been directly contracted by the AOC acquisition office, PMSC assumed responsibility for an in-house facilities support service requirements that was substantially different from their previous experiences or obligations. With their staff and skill sets substantially challenged both by manpower requirements and geographic proximity, PMSC was able to ease the burden on the AOC staff. Approximately 6 months after the temporary assumption of duties, PMSC participated in the open competition for the five-year contract to continue the program I had established. Despite the formidable competition for this contract, PMSC won the award and remains as the service provider today. Shortly after this award, PMSC was invited to participate in a second facilities services competition undertaken by the AOC acquisition office and by the end of 2006, the firm had also been awarded a similar service delivery contract for the combined facilities of the U.S. Capitol Police Department throughout the Washington, D.C. area.

PM Services employs computerized maintenance management systems (CMMS) for all of our federal facilities contracts. There are several such systems and we are familiar with most of the generally accepted packages - including MAXIMO, ACCESS 97, Ms2000, and Defense Medical and Logistics Services System (DMLSS), the automated facilities management system specifically designed for hospitals to meet the strict Joint Commission on Accreditation of Healthcare Organizations (JCAHO) standards. Using a competent CMMS software package allows the PMSC managers to organize and accommodate all requirements related to warranties, scheduled preventive maintenance, the generation and execution of work orders for service calls, equipment repairs, emergency response and virtually every other aspect of the service delivery demand for the facilities under our care. Additionally, such systems are an invaluable aid in the compilation of historical data, the preparation of required reports, deliverables and other required as contract data items. PM Services performs all logistic and administrative services required to support the operations and maintenance services at each of our facilities, including purchasing needed material, stocking, inventory, product use and distribution and an array of specialized services. By virtue of the depth and breadth of most such contract obligations, PMSC has compiled significant experience in direct operational administrative processes and procedures including detailed report preparation, operational status presentations, budgetary tracking and planning, not to mention recordkeeping across an expansive code of mandated specifications and the preparation of normal correspondence. Each contract on-site office also tracks and prepares payroll and human resource requirements remaining in consistent, if not continual communication with the appropriate staff at the corporate headquarters. However, aside from petty cash transactions or purchase order acquisitions, all company financial transactions are handled by the Controller, at the corporate offices in Florida.

Minot AFB Hospital
  • Since 1997, PM Services has provided operations and maintenance for the 178,000 sq/ft hospital and medical treatmentfacilities at Minot Air Force Base, ND. In 2001, we were awarded a follow-on contract for an additional 5 years of performance, and were cited by the government for our on-site management and staff’s outstanding performance during the previous contract effort. Hospitals must be maintained under the strict Joint Commission on Health Organization (JCAHO) Standards, and PMSC is proud of its long history of providing high quality support services in these sensitive, demanding environments. Such an atmosphere demands managerial and functional capabilities that transcend standard facilities operations. For example - among the hospital services provided are operation and maintenance specialized operational components such as of the one-pass air handling and distribution systems, maintenance of sequential negative air pressure clinics and laboratory settings and the collection, handing and disposal of bio-medical and hazardous waste.

  • Defense Information Services Agency, LA
  • At the Defense Information Services Agency (DISA) in Slidell, Louisiana PMSC provided Commercial Facility Maintenance (CFM). The requirement calls upon the PMSC staff to operate and maintain all systems and equipment within the facility including highly sensitive environmental areas; the interior, exterior and structure of the building; as well as providing full custodial services, landscape/grounds maintenance for over 10 acres of property. Additionally, PMSC supplies and managed the armed security guard operation on a 24/7 basis. The DISA facility (over 110,000 sq/ft) is a designated “A” building - a secure facility, requiring SECRET clearances for all personnel at the facility.

  • In 2005, PMSC completed an operation and maintenance contract for the Cohen/Switzer Federal Buildings in Washington, D.C. This facility is over 1,600,000 sq/ft, and houses a variety of Federal Government tenants. The Voice of America maintains an assortment of studios accompanied by the critical air conditioning requirements of their equipment, and is a major tenant of the facility. Since 1998, PMSC has enjoyed an outstanding reputation with the General Services Administration (GSA) in the management of this building, receiving numerous commendations from GSA and the tenants of the Cohen/Switzer Federal Building for our outstanding customer service.

  • One of PMSC’s first major contracts was awarded by the Navy in 1987, for maintenance of Military Family Housing (MFH) at the maintenance Defense Supply Depot in Barstow, California. PMSC recently completed a similar contract for MFH maintenance at Naval Air Station New Orleans. These housing complexes were privatized at the completion of our contract, a policy that is being promulgated throughout the MFH community. PMSC currently performs management and maintenance of the military family housing at the Naval Air Station Meridian, MS. Services include change of occupancy, maintenance, repair and alteration services for 512 single and multiple family housing, with over 1,000,000 sf of buildings under roof. Maintenance of school bus shelters, picnic and playground areas and running the Self Help Shop were also included. The PMSC on-site management and staff maintain an outstanding relationship with the government contracting activity and government facilities managers, as well as the tenants and occupants of the MFH NAS Meridian. This contract was recently completed successfully and PMSC was awarded a sole source, follow-on contract for an additional three years.

  • Meridian MFH
  • In 2002, PMSC was awarded two new contracts by GSA for commercial facilities maintenance for the FBI Washington Field Office Building in Washington, D. C., and the Albert V. Bryan Federal Courthouse in Alexandria, Virginia. GSA awarded PMSC a third contract for operations and maintenance of the E. Barrett Prettyman Federal Courthouse in Washington D. C. and a fourth contract at the Franconia Warehouse in Virginia. Both of the obligations were achieved through competitive bidding. Maintaining a friendly, safe, secure environment for the government tenants and visitors to these facilities is paramount.

  • FBI Washington
  • In October 2003, PMSC was awarded sole source the operations and maintenance contract for the General Services Administration Headquarters building in Washington DC, a 24/5 operation. The tenants in this building include GSA’s executive management, the Inspector General, the architectural and engineering divisions, asset management, etc. This highly visible project requires a significant emphasis on customer relations and quality services.

  • PMSC has several contracts for boiler, chiller and central heat plant operations and maintenance. A follow-on contract with the US Army for services at Blue Grass (Army) Depot in Lexington, Kentucky for operations and maintenance of 23 separate boilers located throughout the 200,000 acre Depot was recently awarded to PMSC as sole source provider. In 2002, PMSC was awarded two new contracts by the US Air Force. At Minot AFB, PMSC provides round-the-clock operation and maintenance of the Base Central Heat Plant, while at McGuire AFB, PMSC operates and maintains both Central Heat and Chiller Plants. PMSC skilled management and technicians are on-site at these important U.S. Air Force Bases on a 24/7, year round schedule.

  • Heat Plant MCGuire

Since its beginning in 1986, PMSC has contracted with the Navy at the Long Beach Naval Shipyard and Station for maintenance of all food service equipment at five cafeterias on the base, as well as the boilers and HVAC equipment. Additionally, the Company had contracts with the Los Angeles County Metropolitan Transit Authority for maintenance of electrical and mechanical equipment serving the first subway system from Los Angeles-Long Beach, the Blue Line; maintenance of the food service and AC equipment at March AFB Hospital for the Air Force, commercial facility maintenance of the stations along the Metrolink light rail system in the San Fernando Valley for the City of Los Angeles Department of Transportation; O&M of two border stations with Mexico, Otay Mesa and Calexico, and the San Diego Federal Building and Courthouse for GSA; O&M of the entire physical plant for the Santa Teresita Hospital in Monrovia, CA; and various small contracts for maintenance and repair of equipment such as commercial bus lifts for a French company and roasting equipment for a company growing, developing and distributing highly prized pistachio nuts.
