PM Services Company, Inc. and “PMSC” are the operational monikers of the Preventive Maintenance Services Company – the firm’s formal name as well as the name under which it is corporately registered. PM Services Company currently ranks as a small business under the classification standard of the Federal Government. That said, PMSC is a small business with big business experience and capabilities. It has enjoyed a sterling reputation for high quality facilities support and general service delivery for several years now. Since its beginning in California in 1986, PM Services has built its reputation for outstanding facilities maintenance services through the simple process of listening. The PMSC leadership and line management listens to customers describe their needs, wants and requirements and then provides a service delivery package that consistently exceeds expectations.

With a simple plan for the delivery of service that was of high quality and specifically tailored to the needs of the individual customer that was responsive to their specific needs and was performed with consistent timing and accuracy by motivated personnel, PMSC has achieved substantial recognition as a genuine value-added performer. This has allowed the firm a record of sustained growth built on a foundation of sound financial management starting from the day the company opened its doors, some 21 years ago. Today, PM Services Company remains devoted to those core values as it expands its involvement in government contracting, while it advances new endeavors into industrial and commercial service delivery as well as energy saving product lines. The long term strategy for the company is to provide diversity in delivery in all the segments as might be depicted by the attached chart.
PM Services now has over 152 employees working at locations throughout the United States. Our current obligations exceed $40 million in total contract value covering a wide variety of service disciplines. The majority of these efforts have been secured through the competitive bidding process, but on three occasions over the past 18 months PMSC has, at the request of government agencies, been asked to assume responsibilities for contractual obligations which suffered from neglect, want or abandonment. This summary details the work the firm has performed and is performing to ensure the maintenance and operations of U.S. Federal Courthouses, Defense Department headquarters buildings and attendant facilities, Federal Government office buildings, Military Family Housing, grounds and civic services, civilian and military hospitals and Base central heat and chiller plants. In the recent past, PMSC was selected for sole source contract awards for operation and maintenance of the General Services Administration Headquarters Building in the Washington, D.C, metropolitan area, the FBI Washington Field Office and the A.V. Bryan Federal Courthouse in Alexandria, VA.
While our average gross revenue for the past three years was approximately $12.4 million, PM Services’ gross revenue in 2003 was $10.9 million. Within the last six months of 2002, PMSC was awarded over $20 million in new contracts, lifting gross for 2004 to $11.2 million. In 2005 revenue was $12 million.
In 2006, revenue reached $13.9 million as PMSC was awarded two contracts through the Architect of the Capitol for Operations and Maintenance Services for the Alternate Computer Data Facility in Manassas, Virginia and the Operation and Maintenance for the U.S. Capitol Police Facilities, covering various locations in Washington, D.C. and Virginia metropolitan area. Both of these contracts span a five (5) year term with combined total revenues in excess of $13 million.
In response to a major “best-and-final” competitive review in the fall of 2006, the PMSC accounting system was audited by the Defense Contract Audit Agency (DCAA). The approval rating PMSC received set it apart from the vast majority of recognized small businesses in America. Additionally, the company enjoys the strong support from its primary financial institution, Regions Bank. Based largely upon corporate performance and prudent operating systems, in early 2007, Regions Bank committed to extending the PMSC line of credit sufficient to support start up and initial operating cost of any government contract that PMSC may be awarded.
PM Services stands as the prime contractor on all of its government contracts, performing 90% of all work with its own employees. By design, PMSC typically subcontracts with vendors only as required for specialty services or niche expertise, such as boiler inspections, elevator maintenance and certification and the more esoteric energy control systems. As PM Services Company pursues larger and more complex contract efforts, it has recognized the need to team with other business enterprises, offering complimentary expertise and experience. By way of example, PMSC partnered with The Wxford Group to meet the broadly defined commercial facilities service requirements at the Defense Information Services Agency (DISA) headquarters facility. Under this obligation PMSC not only assumed responsibility for technical operation and maintenance demands, but also for the armed security guard guard services and the substantial security requirement of DISA operation. PMSC is currently teamed in tow other like pursuits as it executes it long range strategic business plan, encompassing both continued volumetric growth, but also management over a broader range of experiential undertakings and functional disciplines.
At PMSC, recognizing that the performance of vendors and subcontractors is part and parcel of the PMSC reputation, assiduous attention is paid to the management of all service delivery performance extended to those having been engaged for its achievement. PMSC quality policies ensure that all vendors and subcontractors are properly licensed and insured prior to the start of all work performed at any facility under PMSC control. All PMSC quality control practices and mechanisms are applied to all vendors so engaged and the consequences of substandard performance are shared in common between subcontractor and PMSC staff. With established quality procedures in place and the knowledge that continued success of this enterprise rests entirely with the perceptions and satisfaction of the client, PM Services Company can ill afford to deliver on any notion other than its subcontractors provide the same level of high quality services that it expects and receives from its own employees.
After 21 years of reaching for experience, PM Services has more than doubled in size and number of on-going contracts in just the past 3 years. With its expansion into the commercial and industrial sectors, the firm is likely to surpass the Federal Government’s threshold for recognition as a Small Business. With a natural desire to grow, company management has targeted not only larger and more complex opportunities, but also a broader range of markets, more complex efforts and expanded grasp of management challenges. The mere fact that the company has doubled in just three years should stand as sufficient testament to the expertise of PMSC management, the depth of acquired experience and the quality of work provided by PMSC personnel.
