A Brief History

PM Services Company, Inc. was founded in 1986 in California by the firm’s CEO, Ms. Carole Metour. Ms. Metour was originally joined in the venture by Mr. Nico Martherus, who has since retired from active participation in the company. Both Ms. Metour and Mr. Martherus come from many years of experience in hospital operations and management, and left lucrative careers in hospital operations to pursue this new venture. Their business concept included many of the stringent management and operations standards set by JCAHO. Mr. Martherus served as Vice President and Chief of Operations (COO) and remains a minority owner of the firm. PM Services moved its operations to Florida in 1993 and was re-incorporated as the PM Service Company, becoming the PMSC of today. The successor company assumed all assets and liabilities of the former and the California entity was formally dissolved in 1995. PMSC focused its efforts on the area of Commercial Facilities Maintenance, as well as providing management, operations and support services to various components of the public sector. PMSC currently provides these services for a variety of federal offices and historical buildings; hospitals and medical treatment facilities; and military bases and military family housing complexes throughout the United States. Headquartered in St. Petersburg, Florida, PMSC has grown to over 170 staff and craftsmen across its network of contract obligations. PMSC maintains a SECRET Clearance level in both the facilities and personnel categories. PMSC’s gross revenue in 2002 was $7 million and its steady growth brought that figure to $11.9 million in 2005 and over $13.9 million by the end of 2006. The PMSC accounting system was audited and approved by the Defense Contract Audit Agency (DCAA). PMSC maintains a SECRET Clearance level in both the facilities and personnel categories. Revenue growth for 2007 is on the same growth curve.

PMSC received its 8(a) certification from the Small Business Administration (SBA) in July 2001 for performance of work under NAICS Code 561210, and was awarded three contracts in 2002 under the 8(a) program totaling approximately $10M and two additional sole source contracts in 2004 for an additional $4.6M. However, the majority of our contracts with the federal government have been awarded after competition, either as small business set-asides or on an unrestricted competitive basis in which we have been determined by the government to provide the Best Value to the Government. We are currently performing facilities operations and maintenance contracts for the United States Air Force, Army and Navy, the General Services Administration (GSA), the U.S. Marshall’s Office, the Office of the Architect of the Capital, as well as the Office of Veterans Affairs.
